CBFC New Rule 2026: Smoking, Drinking और Drugs वाले Scenes पर अब Mandatory Warning, Bollywood में बढ़ी चर्चा
Indian film industry में certification rules को लेकर एक बड़ा बदलाव सामने आया है। Central Board of Film Certification यानी CBFC ने फिल्मों में narcotics और substance use को दिखाने से जुड़े anti-drug warnings को लेकर नए निर्देश जारी किए हैं।
Latest reports के मुताबिक अगर किसी film में narcotics, smoking या drinking को depict किया जाता है, तो makers को appropriate anti-drug warning शामिल करनी होगी। Warning को केवल film में कहीं छोटा सा text डालकर पूरा करना पर्याप्त नहीं माना जाएगा; certification guidelines के तहत इसके presentation को लेकर भी requirements हैं।
यह नया development Bollywood के लिए important है क्योंकि Hindi cinema में cigarettes, alcohol और drug-related scenes काफी common रहे हैं।
क्या है नया CBFC Rule?
नए certification approach का central focus यह है कि फिल्मों में substance use को बिना warning के casually portray न किया जाए।
अगर कहानी में smoking, drinking या narcotics का इस्तेमाल दिखाया जाता है, तो audience को appropriate health/anti-drug warning दिखाई जानी चाहिए। इसका उद्देश्य viewers को यह बताना है कि screen पर दिखाया गया substance use health risks से जुड़ा हो सकता है।

Bollywood Films पर क्या होगा असर?
Hindi films में characters को cigarettes या alcohol के साथ दिखाना काफी common है।
कई फिल्मों में smoking character की personality का हिस्सा होती है। कुछ crime thrillers में alcohol consumption story और character development के लिए इस्तेमाल होता है। वहीं drug-related content कई gangster, crime और youth-oriented movies का हिस्सा रहता है।
अब ऐसे scenes के साथ anti-drug warning requirements makers के creative और post-production workflow को प्रभावित कर सकती हैं।
यह जरूरी नहीं कि filmmakers ऐसे scenes को completely remove करें। लेकिन उन्हें certification guidelines के अनुसार required warnings और presentation requirements को follow करना होगा।
क्या हर Film में Warning लगेगी?
इस rule को समझते समय यह distinction important है कि requirement depiction of narcotics/substance use से जुड़ी है।
अगर film में किसी character को casually coffee पीते हुए दिखाया गया है तो obviously यह इस category में नहीं आता।
लेकिन smoking, alcohol या narcotic substance को narrative में actively depict किया जाता है, तो certification requirements apply हो सकती हैं।
इसका exact application film के content और certification process के दौरान authorities के assessment पर depend करेगा।
Filmmakers के लिए क्या बदलेगा?
सबसे बड़ा बदलाव यह हो सकता है कि production teams को अब शुरुआत से ही ऐसे scenes को certification perspective से consider करना होगा।
Previously makers post-production stage में certification requirements को address करते थे। अब content planning, editing और final delivery में warnings को properly integrate करना ज्यादा important हो सकता है।
विशेष रूप से large-scale Bollywood films जिनमें multiple smoking, drinking या drug-related scenes होते हैं, उन्हें compliance को पहले से plan करना पड़ सकता है।
OTT Content पर भी नजर?
यह development खास तौर पर film certification के context में आया है। Theatrical films और public exhibition के certification process में CBFC की भूमिका central है।
OTT platforms का regulatory framework अलग है, इसलिए theatrical certification rule को automatically हर OTT show पर लागू मानना सही नहीं होगा।
